The 'OGC' is the UK Office of Government Commerce, formerly known as the CCTA. They are the owners of ITIL although, controversially, they bestow certain responsibilities to other authorised parties.

The OGC is officially an "Secretary to the Treasury". It is briefed with responsibility for improving the efficiency of central government and the public sector as a whole.
